Tamba Mondeh, Co-Founder and National Coordinator of PaNBA

Tamba Mondeh

Co-Founder and National Coordinator

Mr. Tamba Mondeh is the co-founder and National Coordinator for the Pay No Bribe Animators Sierra Leone. He was born in Kono District and raised in Kenema District. He started work for humanity way back in 2007. He is co-founder and board member for Advocacy Network for Empowerment and Good Governance (ANfEGG-S/L).

Ms. Memunatu Shebura Kamara

Governance Manager

Ms. Memunatu Shebura Kamara is the Governance Manager of Pay No Bribe Animators (PaNBA) Sierra Leone. She works closely with government institutions, civil society organizations, local communities and development partners to foster inclusive governance, strengthen democratic institutions, promote citizen participation, and support evidence-based advocacy initiatives that contribute to improved public service delivery and respect for human rights. She holds a Higher National Diploma in Business Administration from the University of Management and Technology.

Mr. Ibrahim Issa Kamara

Governance Coordinator

Mr. Ibrahim Issa Kamara holds a Higher National Diploma (HND) in Business Administration and Management from HIMTARA Institute of Modern Technology (HIMTECH). He provides technical support for the planning, implementation, monitoring and evaluation of governance programmes, working closely with government institutions, civil society organizations, development partners and local communities to promote transparency, accountability, citizen participation and good governance. He also coordinates advocacy initiatives, stakeholder engagement, community outreach and programme reporting.

Head of Programmes

Mrs. Catherine Katumu Barka holds a Bachelor's Degree and a Master's Degree in Public Administration from Xuzhou Medical University, China. She provides strategic leadership in the planning, implementation, coordination, monitoring and evaluation of PaNBA's programmes and projects, working with government institutions, development partners, civil society organizations and community stakeholders on initiatives promoting transparency, accountability, anti-corruption, good governance, human rights and sustainable development. She also leads programme development, resource mobilization, donor reporting and staff supervision.

Corruption Prevention Coordinator

Mrs. Sudianatu Koroma holds a Bachelor's Degree in Community Development Studies from IAMTech. She leads and supports the implementation of PaNBA's corruption prevention initiatives, including public awareness campaigns, community engagement programmes and advocacy interventions aimed at promoting transparency, accountability and integrity, and contributes to programme planning, coordination, monitoring, evaluation and reporting.

Mattu Genda, Public Education Officer at PaNBA

Public Education Officer

Ms. Mattu Genda has gained experience working with the Electoral Commission for Sierra Leone and the Munafa-M Patie Federation Sierra Leone, and is currently pursuing a Bachelor's Degree in Accounting and Finance at the University of Makeni. As Public Education Officer, she plays a key role in raising public awareness, combating bribery, and promoting transparency, accountability and effective service delivery across communities.

Prince Ishamael Turay is a community development and social accountability advocate. He leads and coordinates community animators, mobilizes grassroots participation, and promotes transparency, accountability and civic engagement at the community level.

Madam Helene Himmer, Board Chairperson of PaNBA

Madam Helene Himmer

Board Chairperson

Helene Himmer, a French national with roots from Guadeloupe Island in the Caribbean, residing in Portugal, holds a Master's degree in International and European Law from the University of Rouen and an MBA from ISCTE Business School. Her activism began in her teenage years and later included seven years campaigning for racial justice in France with SOS Racisme. She has since worked with international organizations including the British Council and the Council of Europe on climate, peace, anti-corruption, women's empowerment and inclusive-societies initiatives across Europe, Sub-Saharan Africa and the MENA region. She joined PaNBA's advisory board in April 2024 and now serves as Board Chairperson.

Martin Alfred Morovia, Board Member of PaNBA

Martin Alfred Morovia

Board Member

Martin Alfred Morovia was born in Blama Town, Kenema District. He holds a Bachelor's degree in Political Science from Fourah Bay College and a Master's degree in Sustainable Development from the University of Makeni. He has served as National Coordinator for Campus Ministries Sierra Leone and Principal of Every Nation Academy in Makeni, and currently serves as Strategic Coordinator for Bombali District under New Harvest Global Ministries.

Komba Kembay, Advisory Board Member, Canada

Komba Kembay

Advisory Board Member — Canada

Komba Kembay is a published author of Resilience: From Civil War to The Canadian Dream, a speaker and entrepreneur. Born and raised in Kono District, he relocated to Canada in 2012. He currently works as Manager of Transfer Agreements for the Government of Yukon, with prior roles including Executive Director of CAPS – Sierra Leone and positions at TD Bank Canada and KPMG Sierra Leone. He holds a Bachelor's degree in Management from the University of Lethbridge and an Associate's degree in Accounting from IPAM, University of Sierra Leone.

Ingrid L. Fraley, Advisory Board Member, United States

Ingrid L. Fraley

Advisory Board Member — United States

Ms. Fraley is principal and owner of Design Services Inc. and has worked in interior design for over forty years, with a focus on housing for developmentally challenged and elderly persons within integrated communities. A 1974 graduate of American University, she previously served as Director of Design for the Porter Group and Director of Interiors for SFCS before founding Design Services, Inc. in 1984.

Hugh W. P. Fisher, Advisory Board Member, United States

Mr. Hugh W. P. Fisher

Advisory Board Member — United States

Mr. Fisher was born in Nigeria and later served as an engineer in the British Army before becoming a corporate attorney in the United States. He joined the US Army Judge Advocate General's Corps after 9/11, later working with Disabled American Veterans and the US Department of Defense. He holds a JD from the University of Pennsylvania and a master's degree in War Studies from the University of London.

His Lordship Bishop Dominion F. Kutubu

Former Advisory Board Chairman (2020–2024)

Bishop Dominion Fomba Kutubu is a respected religious clergy who has used his platform to promote integrity, peace and social justice. During his tenure as Advisory Board Chairman, he provided strategic leadership that helped strengthen PaNBA's advocacy efforts and expand its community engagement initiatives.
